As a Physician Assistant we prescribe "off label" medications all the time for many health issues or unapproved uses by the FSA.
It was done to prevent denial of emergency use of untested vaccines, because you can not approve emergency use vaccines if conventional medicines are available to treat the illness. That is why they blocked conventional medicines.
