I've got two theories about Putin. One is that he doesn't hold money himself but has a tight coterie who look after him. This might involve the Russian patriarch. Also look up Putin's palace.
More likely he may employ fronts. One candidate is the owner of Chelsea football club Roman Abramovich who, curiously, owns 5 yachts.
If he holds dollars or Swiss francs, the U.S. Treasury and the Swiss would know exactly where it is. They've just frozen the Russia's foreign exchange reserves...
