He said we will be TRANSITIONING to a NEW ADMINISTRATION. Including Pence, he is gonna need quite a few others. This could also be a transfer of power to THE PEOPLE.
Think logically.

You are inserting a big leap in logic that violates the KISS principle.
Look at it this way...
Trump is leaving soon so his staff is resigning.
Trump is staying so his staff is resigning to allow him to get an entirely new staff.
Which one seems like the simplest explanation?
