3) I will sign the Omnibus and Covid package with a strong message that makes clear to Congress that wasteful items need to be removed. I will send back to Congress a redlined version, item by item, accompanied by the formal rescission request to Congress insisting that those funds be removed from the bill.

I believe that's called passing the blame. There will be no rescissions and he knows it.
The dollar's already destroyed so this doesn't bother me that much. Other than the covid relief measures, this bill is not historically out of line with previous funding. Again, that doesn't make it right... just that it's not some freak anomally.
