We really like what the Barnes commentary has to say on this verse, namely that the merciful are those who are affected by the sufferings of others, and that it's proof of piety.
God wants our hearts, not just a bunch of good works where we're going through the motions. If we're truly merciful, we're sensitive to the needs of others. We can put ourselves in their shoes. We're not going to be quick to judge and condemn.
And when God sees us adopt a merciful spirit, He's going to be more merciful to us. This is all in line with other verses in scripture, such as: Mat 7:2, Mat 6:15, 1 Cor 13:3
